1. Overview & Contracting Entity

These Terms of Service ("Terms") govern all research briefs, capabilities engagements, digital deliverables, and advisory support provided by P Davis Jones LLC ("P Davis Jones LLC," "I," "me," or "our"), a limited liability company organized in the United States, operating at pdavisjones.com. By commissioning a research brief, completing an online checkout or invoice payment, or downloading a deliverable, you ("Client" or "you") agree to these Terms.

2. United States Exclusive Commercial Scope

P Davis Jones LLC offers and sells services exclusively to clients located within the United States. All prices and invoices are denominated in United States Dollars (USD).

3. Scope of Services & Informational Research Notice

P Davis Jones LLC provides independent public policy, statutory, regulatory, fiscal, and public records research and decision-support briefings for elected officials, regional board trustees, business owners, and commercial organizations.

  • Not a Law Firm / No Legal Advice: P Davis Jones LLC is not a law firm and does not provide formal legal representation, legal counsel, licensed engineering, or registered municipal advisor services under SEC/MSRB rules. All research memos, statutory matrices, and draft ordinance text are provided strictly for informational, educational, and legislative research purposes.
  • Texas Open Meetings Act (TOMA) Compliance: For municipal and regional board clients, all research is conducted on a strictly individual, 1-on-1 basis. P Davis Jones LLC never coordinates among a quorum of a governing body, never facilitates a "walking quorum" under Tex. Gov't Code Ch. 551, and does not engage in municipal lobbying.

4. Unilateral Client Confidentiality Covenant

P Davis Jones LLC operates under a strict confidentiality covenant. We maintain zero public client rosters for municipal or regulatory engagements, issue zero press releases naming individual elected officials, and never disclose your research questions, drafts, or deliverables to city managers, municipal staff, developers, fellow board members, or the press.

5. Pricing, Billing & Statement Descriptor

  • Service-Line Pricing: À la carte research briefs are billed at a flat fee of $297.00 USD per brief unless a custom project scope is agreed in writing prior to work. Full pricing details are published at pdavisjones.com/pricing.
  • Billing Entity & Statement Descriptor: All charges and invoices are issued by P Davis Jones LLC and appear on credit card or bank statements as P DAVIS JONES LLC.
  • Permissible Funding & Reimbursement: Clients receive an itemized invoice and receipt suitable for municipal council expense stipend reimbursement, direct council office billing, Texas Ethics Commission Campaign / Officeholder reporting (Form C/OH under Texas Election Code Title 15), or corporate business accounting.

6. Delivery Turnaround & Intellectual Property

Standard à la carte research briefs are delivered within 48 hours of scope confirmation in web HTML, Microsoft Word (.docx), and print-ready PDF formats. Upon payment, the Client receives a perpetual, non-exclusive license to use, adapt, quote, introduce into the public record, or distribute the commissioned research deliverable for their official, legislative, or business purposes.

7. Refunds & Satisfaction Guarantee

All engagements are backed by our 14-day satisfaction and refund policy detailed at pdavisjones.com/refund-policy.

8. Limitation of Liability & Governing Law

To the maximum extent permitted by law, the total liability of P Davis Jones LLC for any claim arising out of or relating to an engagement shall not exceed the total fee paid by the Client for the specific deliverable giving rise to the claim. These Terms are governed by the laws of the State of Texas and the United States of America.
